WHEREAS, providing guaranteed monthly income to residents in neighborhoods hardest hit by the effects COVID-19 is a necessary and appropriate means of protecting the safety, health and welfare of residents living in those neighborhoods, and the economic health of the city as a whole. "Telephone order" means an order placed by a customer to a Food Establishment through a telephone call forwarded by a call system provided by a Third-party Food Delivery Platform for delivery or pickup within the city. I, Melvin Carter III, Mayor of the City of Saint Paul,on October 12, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: Saint Paul Leg. On March 15, 2020, I issued an Emergency Declaration in response to the COVID-19 pandemic pursuant to Minn. Stat. These Executive Orders have partially or fully closed or otherwise significantly impacted many Saint Paul Businesses. 12.29; which the City Council consented to on March 17, 2020, and which I have extended on several occasions; and, WHEREAS, on May 27, 2020, Governor Walz issued Executive Oder 20-63 that included regulations for outdoor service provided by restaurants, food courts, cafes, coffeehouses, bars, taverns, brewer taprooms, micro distiller cocktail rooms, farm wineries, craft wineries, cideries, golf courses, and other Places of Public Accommodation offering food or beverages (including alcoholic beverages) for on premises consumption; and, WHEREAS, on May 27, 2020 I issued Executive Order 2020-10 which eliminated certain City requirements to facilitate commercial uses of outdoor spaces, and this Order has since been amended several times; and, WHEREAS, on several occasions I have extended Executive Order 2020-10 and amended that Order in Executive Order 2021-5; and. As of May 21, 2021, there were 51,795 reported cases of COVID-19 in Ramsey County, and 855 COVID-19 related deaths; and, WHEREAS, according to the SBA report, supersectors with large shares of employment at small businesses before the pandemic experienced large decreases in employment. As of September 1, 2020, there have been 9,243 reported cases of COVID-19 in Ramsey County, and 298 deaths; and, WHEREAS, on March 13, 2020, Governor Walz issued Executive Order 20-01 and declared a peacetime emergency under Minnesota Statutes 2019, section 12.31, subdivision 2. Under the authority given in Minnesota Statutes 12.29, declares that a local emergency continues to exist within Saint Paul, on May 31, 2021, with all the powers and responsibilities attending thereto as provided by Chapter 12, Minnesota Statute, and Saint Paul Legislative Code, Chapter 13. Increased homeless services, especially additional shelter availability, are necessary to accommodate the amplified need in the winter. WHEREAS, businesses and individuals continue to suffer the economic impacts of the pandemic and will continue to do so for the foreseeable future. The mayors of St. Paul and Minneapolis have lifted the cities' mask mandates, effective immediately. Looting was widespread late April 11 into early April 12, spilling into north and south Minneapolis including looting of stores in Uptown and along Lake Street. This civil unrest included mass protests in Minneapolis on May 26-30, 2020 which caused injuries, looting and the destruction of public and private property. 2022-01 Saint Paul Leg. As of August 20, 2021, there were 55,016 reported cases of COVID-19 in Ramsey County, and 917 COVID-19 related deaths; and, WHEREAS, due to a reversal in the downward trajectory of cases including a national moving average of cases per week in late June of 12,000, to a weekly average of over 60,000, on July 27, 2021, CDC released updated guidance on the need for urgently increasing COVID-19 vaccination coverage and a recommendation for everyone in areas of substantial or high transmission to wear a mask in public indoor places, even if they are fully vaccinated; and, WHEREAS, Ramsey County is in the high transmission category: and, WHEREAS, new data began to emerge in July that the Delta variant was more infectious and was leading to increased transmissibility when compared to other variants, even in vaccinated individuals; and, WHEREAS, the delta variant is more contagious than previous variants, may cause more severe illness than prior variants, and fully vaccinated people with Delta variant breakthrough infections can spread the virus to others; and, WHEREAS, the now 17-month health emergency has impacted the residents and businesses of Saint Paul; and. I, Melvin Carter III, Mayor of the City of Saint Paul, on August 27, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On August 27, 2020, pursuant to Minn. WHEREAS, on February 24, 2022, pursuant to Saint Paul Legislative Code section 13.06, I rescinded Executive Order 2022-11 related to face coverings in City-Licensed Businesses and City-Controlled Property and replaced it with Executive Order 2022-14 which required the following: WHEREAS, at that time, the City of Saint Paul maintained the above-described face covering requirement in order to continue evaluating the spread of COVID-19 by monitoring case rates, positivity rates, hospitalizations, and vaccination rates; and, WHEREAS, amid promising downward trends of case rates, positivity rates, and hospitalizations in Ramsey County, data available from the Centers for Disease Control and Prevention as of March 3, 2022 shows that the Community Level related to risk is Low, the reported cases per 100,000 is 118.11, hospital admissions per 100,000 are 6.1, and percentage of hospital beds occupied are at 5.9%; and, WHEREAS, these promising public health metric trends, combined with 81% of those eligible for the COVID-19 vaccine (5 and older) in Ramsey County having received at least one dose, demonstrate progress toward ending this pandemic; and, WHEREAS, the U.S. Centers for Disease Control determines the COVID Community Level in Ramsey County is Low as of March 10, 2022, based on COVID-19 hospital admissions, inpatient beds occupied by COVID-19 patients, and total new COVID-19 cases in the past seven days; and. Code 65.162: At the time a final price is disclosed to a customer for the intended purchase and delivery of food from a Food Establishment through a Third-party Food Delivery Platform and before that transaction is completed by the customer, the Third-party Food Delivery Platform shall disclose to the customer, in plain language and in a conspicuous manner, any commission, fee, or any other monetary payment charged to the customer by the Third-party Food Delivery Platform. At-home tests do not meet this requirement. St. Paul Public Schools will be keeping a mask mandate in place for now, even as most other districts in the state have dropped face covering requirements amid a decreasing number of new COVID cases. After Executive Order 2020-22 was issued, the Department of Safety and Inspections engaged in further discussions with the Skyway Governance Committee as well as individual owners of downtown businesses and learned that several downtown hospitality businesses remain closed or with reduced hours and that several other businesses with office workers are still largely working remotely. Risk factors include inadequate clothing, malnutrition, advanced age, substance abuse, social isolation, and mental illnessmany of which are common among people who are homeless, a population that is already at a much greater risk for illness than housed people. 12.31, Subd. While the COVID-19 testing positivity rate is trending down, the positivity rate in Ramsey County last week was 5% (up from a low in March of 2.3%), which remains an indicator that transmission is elevated and community mitigation measures are warranted to reduce transmission.
